Özet
Bu araştırmada; Türkiye koşullarına uygun, ortaokulların ailelere karşı hesap verebilecekleri bir model önermek amaçlanmıştır. Araştırmada karma araştırma deseni kullanılmıştır. Birinci aşamada; kavramsal çerçevede ve OECD ülkelerinde yer alan uygulamalar incelenerek, ailere karşı hesap vermeye ilişkin politika uygulamaları değerlendirilmiştir. Yasal mevzuat incelemek için doküman incelemesi yapılmış ve verileri desteklemek üzere okul paydaşlarının görüşlerine başvurulmuştur. Veri toplama aracı olarak, uzman görüşü doğrultusunda oluşturulan yarı yapılandırılmış görüşme formu kullanılmıştır. Veri analizinde betimsel ve içerik analizi kullanılmıştır. Elde edilen veriler doğrultusunda taslak bir model geliştirilmiştir. Araştırmanın ikinci aşamasında; geliştirilen taslak modelin uygulanabilirliğine ilişkin veli, öğretmen ve yöneticilerin görüşleri toplanmıştır. Veri toplama aracı olarak, uzman görüşü doğrultusunda oluşturulan anket formu kullanılmıştır. Taslak modelin uygulanabilirliğine ilişkin anket ile elde edilen katılımcı görüşleri değerlendirilerek, iyileştirmeler yapılmış ve modele son hali verilmiştir. Modelin uygulama aşamasında hesap vermeye/almaya hazırlanma, şeffaflık ve sürece dayalı hesap verebilirlik yaklaşımı temel alınması önerilmektedir. Modelin; hesap verme alanları hakkında bilgilendirme, standartlar hakkında bilgilendirme, iş çıktılarının yayınlanması/sunumu, değerlendirme ve iyileştirme/düzenleme olmak üzere beş adımı bulunmaktadır. Modelin uygulama aşamasında; okulların ailelere karşı hesap verebilirliğinin temel dayanaklarının ortaya konulması ve hesap vermeye, almaya hazırlanma için kapasite yaratılması önerilmektedir. Her dönem başlangıcında hem velilerin hem de okul personelinin hesap verebilirlik hakkında bilgilendirilmesi ve yetiştirilmesi önerilmektedir. Modelde, okulun eğitim-öğretim yılı başı ve sonunda, eğitim-öğretim faaliyetleri süresince ürünlerini görünür kılması için, velilere eğitim-öğretim yılı başında okul karnesi ve okul performans karnesi, dönem boyunca performans ve gelişim raporu verilmesi önerilmektedir. Şikâyet takdir ve önerilerin hiyerarşik bir düzende işlemesi ve değerlendirmelerin daha şeffaf yapılabilmesi için, modelde İl/İlçe Okul Aile Birliklerinin kurulması önerilmektedir.
Abstract
In this research, it is aimed to propose a model that is be accountable to families of secondary education according to Turkey conditions. A mixed research method was used in the study. In the first stage, the practices in the conceptual framework and OECD countries were examined and policy practices regarding accountability against families were evaluated. A document review was conducted to examine the legal regulations and the opinions of school stakeholders were sought to support the data. A semi-structured interview form created in line with the expert’s opinions was used as a data collection tool. Descriptive and content analysis were used in data analysis. A draft model was developed in line with the data obtained. In the second stage of the study, the opinions of parents, teachers, and administrators regarding the applicability of the draft model were collected. A questionnaire form created in line with the expert’s opinions was used as a data collection tool. Amendments were made by evaluating the participant’s views obtained through the questionnaire regarding the applicability of the draft model and the model was finalized. During the implementation phase of the model, it is recommended to be prepared for accountability, transparency, and process-based accountability approach. Of the model, it has five steps: Advice about the areas of account, advice on standards, publishing/presentation of business outputs, evaluation, and improvement/regulation. In the application phase of the model, it is recommended to lay down the basic foundations of the accountability of schools to families and to build capacity to prepare for accountability and acceptance. It is recommended that both parents and school staff be informed and educated at the beginning of each term regarding accountability. In the model, it is recommended that schools give parents a school report card and a performance report card at the beginning of the school, a performance and development report during the term to make the products visible at the beginning of the school term and during the education activities. it is recommended to establish provincial/district school family unions in the model for the complaints, appraisals, and suggestions to function in a hierarchical order and to make the evaluations more transparent.
